Todi's historic centre is enclosed by three rings of walls: the oldest dates from the Umbrian-Etruscan period, followed by the Roman and the medieval circuits. Its heart is Piazza del Popolo, with the Palazzo del Popolo, the Palazzo del Capitano and the Cathedral. Living here means having the town within walking distance, among stone alleyways and views over the Tiber valley, and accepting a few extra rules when it comes to cars.

Cars, parking and lifts

The centre is a limited traffic zone (ZTL), with an electronic access gate on Viale della Consolazione; days and times are shown on the display at the entrance. Residents apply online to the Municipality for a permit for their own sector (using SPID or CIE, with a €16 revenue stamp, and a reply within 30 days). If you park outside the walls, there are two ways up: the car parks at Porta Orvietana and Porta Romana, both with lifts or escalators, and since 2025 the Porta Orvietana lifts, which climb a height difference of about 22 metres in under 14 seconds up to Via Termoli. Busitalia's electric shuttle on line E also runs inside the walls.

Prices in the historic centre

According to the OMI property values published by the Italian Revenue Agency, in the second half of 2025 zone B1 (the prime historic centre around Piazza del Popolo, Piazza Jacopone, Piazza Garibaldi and Via Mazzini) stood at €970–1,450/m² for standard homes and €1,250–1,850/m² for high-end homes. A garage, where there is one, is worth €680–1,000/m².

Renovating inside the walls

In the historic centre, building work must follow the rules of the municipal zoning plan and, for listed buildings, requires the approval of the Soprintendenza (the heritage authority). Todi is also in seismic zone 2. Before buying a property that needs work, take a surveyor or architect with you who can tell you what can actually be done and how long the permits will take.
